Albay honors Outstanding Teachers with ‘Gawad sa Edukasyon’
The Provincial Government of Albay through the office of education coordinator is set to recognize and award exemplary performance of students, teachers, principal and local government units on December 22, 2009. The “Gawad sa Edukasyon” is a province-wide search for principals, teachers and students who exceed the average standards and soar high in the chosen field.

Categories for Gawad sa Edukasyon are: Students Excellence Award for Leadership (SEAL) to student achievers in academics and leadership in both public and private elementary and secondary schools in the province; Search for Outstanding Teachers of Albay (TOTAL) – a continuing search for outstanding teachers in elementary and secondary; Three Outstanding Principals in the Countryside of Albay (TROPICAL) – a similar search as the TOTAL to identify and reward three principals in the province whose leadership resulted in academic excellence, social relevance, organizational efficiency and recognition of their school; and LGUs (local government units) Best practices in Education (Kadunong) – this category will encourage other LGUs to infuse education as the finest program that produces a lifetime return of investment in the locality.
The successful 10 outstanding teachers as well as three outstanding principals will receive plaque and P100,000 cash each. While an LGU with best practices in education will receive P200,000 and P20,000 each for 10 students with excellent leadership. Governor Joel Salceda has allocated an amount of P5 million for the Gawad sa Edukasyon which was introduced in 2008 as an effective motivating factor to better performance.
The provincial government of Albay awards cash certificates, trophies, plaques, medals to achievers and high performers. These extrinsic rewards are reinforcing motivation that clearly recognizes outstanding achievements.

What are your criteria in selecting Outstanding Teachers of Albay? Isn’t very funny to choose an Outstanding Teacher who is well known here in Tabaco City of being a Corporal Punisher, Used foul language to pupils, chain smoker & let her pupils send just to buy her personal cigarettes? Had a record of physical abuse to her pupils,and a well known “para-utang” to the parents of her pupils and forget to pay? There are other Teachers that are deserving to be given this award. The Parents here in Tabaco City particularly Tabaco South Central Elementary School knows the bad character of this teacher. Did the judges of the awarding body conducted any character background? I am referring to this teacher in the name of MRS. OFELIA FITZGIBON. She doesn’t deserved that AWARD. “Ma consensya naman SIYA”. Tumaas ang mga kilay naming mga Parents dito sa Tabaco.

I commend the efforts of the provincial government in recognizing the efforts of outstanding teachers of the province.
However, I would like to be clarified on the following points:
A) what were the criteria used to identify the top ten teachers “with good performance in the student’s educational and social development.”
B) how was the search done? Who composed the search committee?
I request for these clarification to the point out a seemingly glaring contention that one of the teachers who “won” as one of the top ten teachers of Albay, is not worthy of recognition.
I speak in behalf of my two nephews who were maltreated by Ms. Fitzgibbon on several occasions during the time that they were in grade 3. And she was the class adviser. One of my nephews came home with a linear abrasion on the right lateral aspect of his cheek. His elder sibling was repeatedly called liar after a solicitation letter for the Phil-Chi building inauguration was misplaced. There are other instances involving other children from Grade 3 – 1. This instances of “maltreatment” that I had presented are snippets of a year long harassment.
Sana makaabot ining pagbati mi kay Mrs.Ophelia Fitzgibon na bako kaming proud saiya na maging outstanding teacher ta grabe ang pag uugali nya.From mga magurang kan Tabaco South Central Elementary School. ki kasuka mi sya!!!!!

Thank you for the many comments that have been posted in this website. I would especially like to thank those who have genuine questions to ask about the selection process.
The selection process has three stages: Stage 1, the submission of a comprehensive portfolio of accomplishments; Stage 2, an interview conducted by a panel of judges and; Stage 3, the teaching competition. During Stage 1, the teacher-candidate is visited in his/her school and interviews are conducted with co-teachers, parents and students. The questionnaires, together with the classroom observation, become part of the portfolio score.
We have already received comments about how ‘difficult’ our selection process is and that this is the reason why many teachers do not join the Search. But it seems that our system is still not foolproof and requires further refinement. Should there be a Search next year, I am sure that the Committee shall take serious heed of the comments that have been posted here.
As member of the technical committee of the Search, I must say that we process applicants only upon nomination and that, during the whole Search, we are dependent upon the information that comes to us from various sources. The fact that a teacher is nominated tells us that at least one person believes that said teacher is outstanding in his/her own right.
Be that as it may, thank you for your comments. It will give us in the committee an opportunity to rework and rethink our criteria, so that we can all agree on what consists an outstanding Albay teacher.
Comments regarding the award given to Ms. Fitzgibbon should open her eyes on the injury/ies done to her students. It is time for her to change her teaching style or if not she should be placed in a position so that no more students will suffer what she did to my daughter.

Dapat pati background sa school , sa tahanan ay dapat inalam ng mga nasa committee.Nagkakatroma sa kanya ang mga anak namin na nasa grade 3 noon. Sana magising na siya sa katotohanan… PLASTIK!!!
To all TSCES Parents who gave their comments regarding Mrs. Fitzgibon:
You should have placed your names just like Dr. Julia Reyes who bravely wrote her name. But look who’s talking, she might not be aware of what her mother has done during the time that she too was a teacher at TSCES.I remember this well because i was still in grade 1 and grade 2 when our rooms in the Gabaldon was near the room of Mrs. Reyes, so we always see her fight with fellow teachers in the Gabaldon. So, Dr.Reyes, i think you should check first the wrong doings of your mother before you give those negative comments and you should check first your “TRAITS”/”BACKGROUND” before you say negative comments to other persons.You should have filed a case against Mrs. Fitzgibon if your nephews were abused, in that case,you could have proven that Mrs.Fitzgibon was an evil. You are rich and you can definitely hire good lawyers from the city, that is if they will trust you.
To the rest of the parents who has commented, if your child or relative were maltreated by Mrs.Fitzgibon, why did you not sue her for that?Dep.Ed can fairly address your concerns. Or takot naman kayong lumantad?
Reminder everyone: Before making negative comments against other people, why dont you check on yourselves first and see if you are really in capacity to do so. Just like what Jesus Christ did to when all the people would like to throw stones on Mary Magdalene, but Jesus Christ told the people that anyone who does not have a sin should throw his stone first and nobody did tried to throw the stone?

to a mother with children studying at tsces, sabay tayo sa comment mong yan, f guilty prove it pero as far as i know mam fitz is a diciplinarian with reason, pupils from her class are well disciplined and learn a lot from her, she is not selfish in sharing what she knows to other…. sa mga nagcomment ng nega…. inggit lang kau coz she won as one of the outstanding teacher aside from the honor she gain…. she has a hundred kya… much money na cya ha ha ha
