Legazpi City is also accessible by sea with its national port. The nearby Tabaco City Port is an international port of entry. However, because Legazpi Port faces the Pacific Ocean it is out of the way from the busy sea lanes of the Visayas. Thus, Legazpi port caters mainly to passengers going to nearby municipalities and the occasional international cargo ships delivering goods.

From Cebu and Leyte, Legazpi is accessible via WG & A and Trans-Asia Shipping Lines with ships that dock at Masbate port. There are regular Fast-craft services from Masbate to Pilar in Sorsogon, from which tourists can proceed to Legazpi by jeepney or bus.
