History

Originally constructed during the Martial Law era, Kalayaan Park bore the name “Imelda Park” after the infamous former First Lady. At its opening in 1976, a striking centerpiece was unveiled: “The Lovers,” a large stone sculpture by celebrated Filipino artist and 1971 Republic Cultural awardee, Eduardo Castrillo. Through the years, the park became a beloved green sanctuary in the quiet Gogon neighborhood, its playground echoing with the laughter of generations of Legazpeño children.

To revitalize this cherished space, then-Mayor Noel Rosal initiated a comprehensive rehabilitation. This effort, part of the city’s Open Green Spaces Program, received a PHP 15-million investment from the city government. The renovation aimed not only to enhance the park’s beauty but also to boost local livelihoods and strengthen Legazpi City’s tourism appeal.
