Overview
SM City Legazpi, occupying a sprawling five-hectare property strategically located along Imelda C. Roces Avenue corner Terminal Road in Barangay Bitano, Legazpi City, Albay, is the largest mall in the Bicol Region. Owned and operated by SM Prime Holdings, the Philippines’ biggest retail and mall operator, SM City Legazpi opened its doors on September 14, 2018, becoming the first SM Supermall in Albay. Currently the largest mall in Bicol, this expansive three-level shopping center boasts a gross floor area of 87,706 square meters (944,060 square feet), offering a wide variety of shopping, dining, and entertainment options for residents and tourists alike.
SM City Legazpi’s design incorporates green architecture features, promoting natural daylight throughout the mall. The spacious walkways and well-organized layout make for a comfortable and enjoyable shopping experience. Unique highlights include a glass-walled Food Hall with an outdoor balcony offering panoramic views of Mt. Mayon, and the SM Prestige Lounge.
History
The city government of Legazpi City announced plans for an SM Supermall in 2015. With an initial budget of Php 1 billion, which later increased to Php 1.5 billion, SM presented the design of the new mall in late 2016. Groundbreaking commenced on February 22, 2017, with the anticipation of creating thousands of jobs in the area. To accommodate the mall’s construction, the nearby jeepney terminal, retail complex, and the LKY Metro Transport and Lifestyle Hub (which included an SM Savemore) were relocated. The city also planned for alternate roads to mitigate potential traffic congestion.
A blessing and inaugural sale took place on September 13th, 2018, with local and SM Supermalls officials in attendance. The grand opening was on September 14th, 2018, with 85% of the mall’s space already leased.

Public Transport (Jeepneys & Tricycles):
- Jeepneys: Look for jeepneys with signage indicating routes going to “SM City Legazpi,” “Terminal,” or “Tahao Road.” The minimum fare as of April 2024 is Php 13, and may vary based on distance. You can hail them along main roads or at designated jeepney stops.
- Tricycles: Tricycles are a good option for shorter distances within Legazpi City. Negotiate the fare beforehand to avoid misunderstandings. Expect to pay around Php 20 – Php 50 depending on your origin and destination.
Driving:

- Directions: Here’s a general guide: From the city center, head north on Rizal Street towards Old Albay. Turn left onto Imelda Roces Avenue (National Highway). SM City Legazpi will be on your right after about 1.5 kilometers. Parking is available within the mall complex.
